José Luis Aguilar

José Luis is a partner in the Public Law and Regulated Sectors practice at Gómez-Acebo & Pombo.

He specialises in administrative law, urban planning and public procurement. He has more than 20 years’ experience in advising private companies and public administrations on matters related to administrative procedures, urban planning and management, public procurement, infrastructures, authorisations and licences, the liability of public administrations and various types of sanctioning procedures.

He holds a law degree from the University of Barcelona. He specialises in urban planning and real estate law, advising international groups with investment interests in Spain and participating in complex urban transformation projects in all their phases, both planning and management. He has acted as secretary of compensation boards and advised urban development cooperation associations, successfully formulating numerous reparcelling projects and representing landowners before urban development bodies.

He also participates regularly in projects in the tourism sector, advising on the configuration of business models and on obtaining the necessary licences and authorisations for their implementation and development. He also advises on litigation, representing companies and entities before all levels of the contentious-administrative jurisdiction, having obtained a favourable appeal for protection before the Plenary of the Constitutional Court, in defence of his client’s interests.

He is co-author of the Code of Town Planning Legislation of Catalonia and the Tourism Legislation of Catalonia, both published by Thomson Reuters Aranzadi. He is a regular speaker at specialised seminars and contributes to technical publications in his areas of practice.
