¿Son los pre-packs procedimientos concursales a efectos del Reglamento sobre procedimientos de insolvencia?

La Propuesta de Directiva de armonización de determinados aspectos de la legislación en materia de insolvencia regula los pre-packs y, al hacerlo, genera algunos interrogantes sobre el funcionamiento de las normas de Derecho internacional privado en relación con ellos.
