¿Puede desistir la Administración de un contrato ya celebrado por falta de presupuesto?

La situación económica actual comienza a hacer menos excepcional que la Administración se vea abocada a la resolución de contratos vigentes a consecuencia de la imposibilidad financiera de continuarlos.De la misma manera que la insolvencia financiera del contratista no lo exonera de indemnizar a la Administración por los daños y perjuicios que tal circunstancia proyecta sobre un contrato vigente y especialmente sobre la otra parte, tampoco la Administración puede extinguir una relación contractual por una causa que le es imputable sin indemnizar oportunamente al contratista.
